In continuation of my Despatch
No. 14 of the 16th. ultimo, I have the honour to request
Your Lordship's permission to embody certain further
amendments of the Merchant Shipping Ordinance, 1899, in
the Bill which has been forwarded for the consideration of
His Majesty's Government.

Under the terms of subsection 13
of Section 4 of the Ordinance, Government Officials are not
permitted to accept fees in respect of their services in
connection with examinations for certificates of competency
granted to Masters, Mates, and Engineers in the Mercantile
Karine. The present practice, under which examinations in
seamanship are conducted by a Naval Officer and a Master
Mariner has not worked satisfactorily owing to the dif-
-ficulty in procuring suitable examiners and to the lack
of uniformity in the conduct and standard of the examiną-
-tions caused by the necessarily frequent changes in the personnel
